Dramatic Dust Storm In Arizona - Haboob
(CBS4 News) PHOENIX, AZ Thunderstorms in southern Arizona whipped up quite a sight in the Arizona desert Tuesday afternoon.
A massive wall of sand was kicked up by a storm, rolling across the desert from the Casa Grande area, moving it north toward Phoenix at about 25 to 30 miles an hour.
The sand blanketed Interstate 10 between Phoenix and Tucson, Arizona dropping visibility for drivers down to zero, right in the middle of the evening rush.
The official name of this type of a storm is a "Haboob" which is an Arabic word that is used to describe these storms in the Sahara Desert.
The sand storm is usually fast moving and can go as high as three thousand feet into the air

The use of a new geophysical weapon
might lead to global catastrophe
Many specialists and scientists believe that unexpected natural disasters, some surprising technological catastrophes and the striking social cataclysms that struck Europe and Asia in the summer of the year 2002 might have certain global reasons in common in their origin. Principally the possibility of secret geophysical weapon tests. Tests which were either secret or unauthorized.
The discussion deals, first of all, with the possibility of unsanctioned or concealed application of a geophysical weapon by specific world forces. This assertion requires at least a brief explanation.
The Russian Federation State Duma spent almost a year, considering the global threat of the HAARP program(operated by the US). The Duma finally prepared two documents: the first to President Putin and the UN, to international organizations, parliaments and governments worldwide and the global scientific community; the second for the mass media. The Russian parliament suggested the global banning of HAARP tests.
In September, 2002 the State Duma of Russia discussed this question held a vote on sending these documents. One hundred and eighty-eight deputies voted to send the document to President Vladimir Putin, and 220 voted to send it to UN. This shows that Russian parliamentarians were seriously concerned about the development and possible use of geophysical weapons.
It is well known that the USA and the USSR concluded an agreement at the end of the 1970's. Pursuant to the agreement, scientific developments in the field of geophysics for military purposes were banned. The projects in this field became classified.
But de facto such developments, in spite of concluded agreement continued either under the guise of scientific studies, or development of dual purpose technologies, and the content and the purposes of such developments were wrapped in a fog of reservations, scientific speculations and even mysticism.
Many specialists and scientists believe that a special American program called HAARP is one of those projects. American scientist Bernard Eastlund is considered to be the godfather of this program. He received the patent for the method and for the device to measure the layers of the Earth atmosphere, the ionosphere and/or the magnetosphere.
It is an open secret that the USA (and probably not the USA alone) has already constructed high-frequency transmitter facilities. Those devices can heat the earth environment up to a plasma state by means of pumping ions. This makes it possible to control the environment in ways which might have considerable influence on atmospheric phenomena.
The operators of such a weapon are able to program floods, tornados storms and even earthquakes in any region of the planet. It is also possible to paralyze civil and military electronic surveillance systems, and even to affect the psyche of entire nations.
There is a suspicion that in 2002, the unusual natural phenomena and cataclysms, technological catastrophes ( like the SU-27 incident at Skynliv [ Editor's note: Soviet SU-27 jet-fighter air show crash in Ukraine on 27 July 2002, which left 83 dead 199 injured] ), and the scientifically incomprehensible apathy of entire peoples in the post-Soviet territories, can be connected to testing BY THE USA of such geophysical weapons at low power.
However, neither American politicians, nor the world scientific community know if it is going to be possible --if such a geophysical weapon is used at full power-- to stop its action, or to be more precise, those catastrophic natural and social processes, which it will entail.
Here is the major problem: it is quite possible the first full capacity use of a geophysical weapon of mass-destruction might end in planetary catastrophe.
Does this seem like science fiction? Not really. As a matter of fact, high frequency transmitter facilities already exist. They are located in Norway and at a military base in Alaska. For the specialists and scientist, more detailed information about the program (brief description, photo of antenna fields and their separate elements) can be found on the official site http://www.haarp.alaska.edu.
Another high power transmitter facility, a more powerful one, will become operational in Greenland soon. When this happens, the geophysical weapon will be capable of covering Eurasia from the Atlantic to the Pacific coast.
The information on this subject appeared on several Ukrainian websites on September of 2002. In this connection, I think that the Ukrainian parliament must support the initiative of the Russian State Duma as well. The Ukrainian Academy of Sciences ought to consider the issue of HAARP’s potential threat to Ukraine. Adequate institutions ought to collect all available information and to determine the position of state the Ukraine on this global danger.

but pushes ahead

JUPITER, Fla. - In a field brimming with optimistic and untested ideas, entrepreneur Peter Cordani has one of the boldest: airdrop 400 tons of superabsorbent powder into an approaching hurricane.
The powder would sap water from the hurricane, in theory slowing it and saving lives and millions of dollars. The project is in its infancy, facing skeptical scientists and daunting challenges. Its creator has spent $1 million already and must raise much more.
"We know it would suck the moisture out," he said. "The only thing we don't know about is the (impact on a) hurricane and the aftereffects."
Finding the answers could be the next step on the ambitious edge of a field called weather modification, an industry operating with scant government regulation and hardly any scientific proof its methods work.
A holdover from 1950s-era scientific theory, weather modification has drawn renewed interest with the growth of technology and 21st-century weather concerns. Its next aspirations - to combat Atlantic hurricanes or Western drought - may well prove the most far-reaching.
Weather modification already operates at a staggering scope. Projects in some three-dozen countries seek to save wine crops, ease drought and kill fog. The Chinese government spends $40 million a year to seed clouds for rain. Canadian insurance companies pay to suppress hailstorms blamed for crop damage.
In the U.S. there were 53 reported weather-modification projects last year with a combined price of more than $5 million, according to interviews and records filed with the National Oceanic and Atmospheric Administration, which is required to keep track of such projects.
About 1,900 pounds of silver iodide was scattered last year to tweak atmospheric moisture above 102,000 square miles out West - a patch of sky nearly twice the size of Iowa. An additional 30 projects already are booked for this year.
"It's like a religion. (Whether it works) depends on who you talk to and what you believe," said Steve Schmitzer, the Denver Water Board's chief of water resources analysis.
Where skeptics and proponents agree is that no one knows exactly how cloud seeding works, or how well - if at all.
The people paying to do weather modification aren't eager to stop and study it, an approach raising red flags with scientists.
"You're really playing with fire, because if you don't understand the fundamentals of what you're doing, you have no ability to predict the consequence of your actions," said Michael Garstang, a University of Virginia atmospheric scientist involved in a 2003 report on weather modification for the National Academy of Sciences. It called for fundamental study. "It's derelict not to have funded research," he said.
The rise, fall and rebirth of modern weather modification is an amusing and tantalizing tale.
It begins with Vincent Schaefer, a high-school dropout, apprentice toolmaker and tree surgery correspondence student taken in by a Nobel laureate with a shared a love of the outdoors who took him to the General Electric labs in New York as a research assistant.
Among other things, Schaefer studied ice, and in he 1946 tried to modify the weather by dumping dry-ice shavings from an airplane and making snow from cold fog. Soon after, meteorologist Bernard Vonnegut discovered silver iodide did the same.
After that, almost anything seemed possible. Parched states took up cloud seeding. The Soviet Union toyed with using warm Atlantic water to melt polar ice and open northern ports. From 1962 to 1983, the U.S. government tried to weaken hurricanes with silver iodide seeding.
All but the local programs eventually were shelved as infeasible or ineffective.
"The experiments I thought were successes 25 years ago have fallen under the guns of people who did careful statistical analysis," said Hugh Willoughby, a former NOAA Hurricane Research Division director, cautious proponent of weather modification's potential and researcher at Florida International University.
By the 1980s, the idea of weather modification - including cloud seeding - became a taboo in serious scientific circles, he said. Research spending dropped from a high of $20 million a year in the late 1970s to less than $500,000, the National Academy noted in 2003.
Its report called for more research funding but was ignored.
